A European survey led by BNP Paribas in partnership with Toluna-Harris Interactive in 2025(1) highlights how Luxembourg residents view this crucial topic, along with the barriers that persist despite growing awareness.
Notably, Luxembourg is the only country in the European sample to prioritize the protection of homes and people as the number one response to climate change.

Housing: A Financial Priority Above All

While environmental concerns remain present, the main motivation for undertaking energy renovation work is financial.
The results show increased awareness of how energy performance impacts the value of real estate in Luxembourg:

  • 58% of Luxembourg residents prefer to buy a highly energy-efficient home, even at a higher price per square meter, rather than fund renovation themselves.

  • 80% believe energy performance influences or will influence property prices, compared to 70% across Europe.

  • 66% consider it essential to invest in energy renovation to avoid selling below market value.

These figures reflect a dual objective: immediate savings and securing resale value.

 

Energy Renovation: Beliefs That Still Hold People Back

Despite widespread awareness, several perceptions continue to limit the implementation of energy renovation work among Luxembourg households:

  • 69% find it difficult to identify reliable companies and determine which renovations truly improve the Energy Performance Certificate (EPC).

  • 60% believe only major renovations lead to real energy savings and increased property value.

  • Most believe that available subsidies cover only a small portion of renovation costs.

These barriers reflect a real need for information and education, delaying decisions that could bring immediate and long-lasting financial and environmental benefits.

Trust: A Key Factor in Luxembourg

The study also reveals that:

  • 77% consider it essential to hire certified or accredited professionals for renovation work.

  • 73% believe Luxembourg’s public authorities are actively working to reduce the environmental impact of housing—much higher trust than in other European countries.

  • 58% say banks are committed to reducing energy consumption and greenhouse gas emissions from housing, compared to 47% in Europe.

Banks are thus seen as trusted partners, able to offer reliable advice and tailored support, right after specialized companies.

The survey confirms a gap between climate awareness and action, often hindered by perceived complexity, lack of clear information, and misconceptions about the profitability of renovation work.
